Both China and Russia are continuously building and selling nuclear power plants abroad and investing mega profits in military power. China also continuously brings thousands of citizens into the country for core tasks in nuclear power plants but also in the related industry through omplicated contracts. If the government subsequently establishes that they are committed to it, they can only get rid of that contract by counting immense amounts that are not conform to what generally is in international trade.
